Immunisation Support Hub for LMC Midwives

Health NZ | Te Whatu Ora has partnered with MMPO to enable self-employed Lead Maternity Carer (LMC) midwives to offer funded immunisations. This includes education payments, cold-chain setup support for safe vaccine storage and transportation, and vaccine administration payments for eligible vaccination events.

Phase one of this initiative enabled self-employed LMC midwives that are eligible to claim under the Notice (Section 94) to claim or apply for the following funding from 1 July 2025:

  • A one-off $250.00 + GST education payment upon completion of the IMAC Maternal Immunisation Essentials e-learning course, and
  • Vaccine payments for the administration of antenatal immunisation events (Tdap, Influenza and Covid-19), and
  • Cold-chain equipment funding, available on a case-by-case basis to support safe vaccine storage and delivery in your practice and locality.

From 1 February 2026, in accordance with the Midwifery Council’s Expanded Practice policy, LMC midwives with the appropriate education and ongoing evidence of competence can claim for:

  • Vaccine payments for the administration of expanded practice funded immunisation events
  • A one-off $250.00 + GST education payment, if working as an LMC midwife, on completion of the IMAC Midwives Immunisation Expanded Practice e-learning course and workbook, required for administering vaccinations as part of expanded practice. In addition to pregnancy vaccines, midwives who choose to expand their practice can offer vaccines to infants up to 12 months of age or where immunisation of whānau members would have a beneficial impact on perinatal-related care and health. Midwives can also administer funded vaccines to eligible colleagues and claim for these events.

Vaccination Event Payments

For administering funded immunisations:

  • $37.50 + GST for influenza and COVID-19
  • $46.00 + GST for all other funded vaccines
  • Co-administration: $20.52 + GST (per additional vaccine)
    • If more than one vaccine is delivered, payment for the lower administration amount applicable and the co-administration fee(s) will apply. These rates are consistent with those for General Practice.

Professional Indemnity Insurance Cover

Expanded practice within the midwifery scope is covered by professional indemnity insurance, provided that:

  • the midwife meets the Council’s expanded practice requirements; and
  • the midwife’s College membership is current.

It is important to note that while MMPO administers the claims and payment process, how and where a midwife accesses, manages and administers vaccines is guided at a regional and local level. This involves LMC midwives working with the Immunisation Coordinators, Immunisation Prevention Leads, and Regional cold chain advisors to obtain vaccine stock, establish safe vaccine storage, and maintain accreditation for immunisation delivery.

1. Register Your Interest

  • If you haven’t already registered your interest for the LMC Vaccination Initiative, please register by completing our online form:

  • Once you register, MMPO will guide you through each step to ensure you're set up correctly and ready to procure and administer vaccinations, record the vaccination events in the Aotearoa Immunisation Register (AIR) under the ‘Midwifery & Maternity Provider Org’ Facility, and receive timely payments. This support is free and available to all eligible LMC midwives, regardless of your maternity claims’ provider.

2. Complete Online Education

  • Register and complete the IMAC Maternal Immunisation Essentials e-learning course. This course is recommended to build upon graduate knowledge.
  • If you are intending to offer expanded practice vaccinations, register and complete the IMAC Midwives’ Immunisation Expanded Practice e-learning course and workbook (required for administering vaccinations as part of expanded practice).   • Send your IMAC certificate(s) of completion to [email protected] so that you can claim the one-off education payment(s) of $250.00 + GST per course. For a guide on how to download your IMAC Learning Certificate(s) - please click here.

3. Familiarise yourself with your Local Immunisation Lead

  • Contact details are available in the Immunisation Onboarding Guide for New Providers.
  • After registering with the MMPO, you will be linked up with your local lead who can support you through the process alongside MMPO. Your local lead can also link you with your local Immunisation Coordinator if required.

4. Determine vaccine storage location with your Immunisation Coordinator

  • Your Immunisation Coordinator / lead can help determine an appropriate site for vaccine storage or what equipment is required to set up cold chain at your site.
  • To apply for cold-chain funding after discussing cold chain requirements with your Immunisation Coordinator, please complete the funding request application here.
  • If setting up cold chain at your site, your Immunisation Coordinator will guide you through the process to achieve cold chain compliance. This includes temperature monitoring and recording, cold chain breach management, and ensuring you have plans in the event of a power failure.

5. Set up your Aotearoa Immunisation Register (AIR) account under the MMPO Facility

  • LMC Midwives must record events in the AIR under the MMPO Facility to trigger payments.
  • To create an AIR account, follow our step-by-step guide here.
    • Facility Name: ‘Midwifery & Maternity Provider Org’
    • Facility HPI: ‘F2S012-C’

6. Setup vaccine procurement for supply and delivery of vaccines

  • Funded vaccines such as Tdap and Covid-19 (but excluding influenza) are ordered for free through the Health NZ Inventory Management System (IMS).
  • To set up an account with the IMS, you’ll need to complete the Facility and Site Set Up Form. Ensure all information is included on the form before sending, including your Facility ID (HPI ID). This can be found on the HNZ website in the Facility Code table.
  • Please email a copy of the completed form to [email protected]. We will forward this onto your Health NZ regional approver for processing. Once your account is setup you will receive an email with your login details for the portal. Upon logging in, you will find information on how to use the portal.
  • Funded flu vaccine is ordered through Healthcare Logistics (HCL) - we will help and support you through this process, ensuring that you're ordering under the MMPO account.
  • Private vaccine stock (for administering to a consumer who does not meet Pharmac eligibility criteria for funded vaccines) can be purchased through a distributor such as HealthCare Logistics (HCL) and you will charge the consumer directly for this service - we can help and support you through this process.

7. Record vaccination events in the AIR under the MMPO Facility – this is the trigger to receive your payments.

  • Once your vaccines have arrived and you have a place to store them safely, you can begin offering an immunisation service.
  • For vaccines recorded in the AIR under the 'Midwifery & Maternity Provider Org' facility, you will receive payments automatically. MMPO manages all of the administration, and you'll receive a detailed buyer created tax invoice to meet your taxation requirements.
